It is quite possible you are getting the honest truth, but it seems to me that when people are trying to hide how many chips they have, (1) they say they only have x amount but will look to see if they have more, and (2) they say they got the chips from another source. I have noticed this pattern from other posts on this board. Of course, I would imagine they are usually not so definitive in saying they have no more as this seller is saying, so, this may be fine. 3 chips in perfect condition, though... When I started, I barely even noticed condition. You should see a Binion's Horseshoe chip I picked up in 1997, before I really collected. It has a HUGE gouge out of it. Still, I would never sell that one!
