These "chips" are used to designate the seat (1-7) on the blackjack, pai gow, baccarat, etc tables where a diamond or 7-star player is sitting. The floor/pit man placed the chip face up (one side should say diamond, the other 7-stars) next to the dealer, then the cocktail servers knew who to "take care of".
