According to the convention schedule Thursday,19 June Registration opens at 8:00am (ID required) That tells me that if you are not pre registred you can register starting at 8:00am even tho the doors to the show don't open until 9:00am for people staying at the Riv and 10:00 for those that are not. Everyone pays whether they pre-register or wait until they get there to go on to the show floor.
