Well, Switzerland has 3 different language zones, french, german and italian. Locarno is in the Italian zone, so many item you found there in italian language. The lake Lago Maggiore is between Italy and Switzerland.
In Italy there are actually only 4 casinos, and one "Campione d'Italia" is a little piece of Italian Republic in the Switzerland land. From Italy you need to walk through the Switzerland border, before reach the casino, which is really close to Locarno too. About half an hour from Milano, the biggest city on the northern Italy.
