Unless a person is the age of majority they should not be able to gamble, and they should not even be allowed on the gaming floor. It should be no different then letting teenagers into bars, even if they aren't drinking alcohol.

When I was a dealer I saw this quite a few times where teenage kids managed to get past the door staff without getting carded and then got ejected once the floor staff asked for ID. In Alberta, it is security and the pit staff, not the dealers, that are responsible for making sure that everyone is of age. Sometimes they might slip through the cracks, but for the most part they find the door pretty quickly.
