Personally, I believe that the 6-8 Hernando police officers who referred the find to their superiors who passed the information along to the next order of succession, acted properly.
Does one believe that the o.k. was given to the finders to do with whatever they wanted to with the chips? I don't know for sure, but it seems to me that once the matter was referred to upper law enforcement (and possibly their legal departments) that another possibility would have been to confiscate ALL the chips and lock them up as evidence for any future potential litigation or criminal charges. That didn't happen, so I'm not too concerned about any COE charges filed and being upheld on the part of would-be club member purchasers who have acted in good faith.
