That does seem like an odd policy. I wonder how a casino who goes bankrupt is charged for chips redeemed 20 years later at the NJGC. And if these Playboy chips are being sold in lots of 1000 for under $1 each then why wouldn't the sellers just cash them in or buyers buy them all up and do the same?
