I don't think it is a tournament chip as it says "Table Play" near the bottom.

At the top it says "Even Money Play" instead of "Even Money Bet". Also it says "No Cash Value" instead of "Or Cash Value $1.25"

I picked this one up off of ebay in 2002 and believe it is V1604.
