Ebay bad seller... what you will do?

Hello,
I'll explain my bad experience with this guy:
I did a best offer, as requested by the seller, on a set of 13 chips. After winning the guy sent me the total, asking $17.95 for shipping. I asked him why but got no reply... so i assumed he was doing a fast shipping, maybe a flat rate ($11.00) with a big overcharge for handling and recover paypal and ebay fees.. so i paid him the 3/20, asking for $17.95 a fast shipping and well protected chips.
I received the envelope 4/4, posted on 3/24. It was a regular bubble envelope with a $4.50 stamp. Chips inside were in very light plastic wraps, 2 each wrap, hitting together inside and outside the 2 packs. Chips were all used (that's my fault, he didn't stated the set i made offer for was uncirculated, while all the other chips he was selling on ebay were all assured to be uncirculated i didn't pay too much attention). In the envelope (and on the customs declaration) he sent me 12 chips, while the auction was stated they were 13.
Immediatly i ask for explain, but after 4 days still have no reply.
Today i've sent another mail, telling him i'll wait for a little more then i'll fill a complain on ebay/paypal.
He has an ebay store, he's a "powerseller" too...
Just as final note, everytime i have had a problem with an ebay seller he was one of the smart sellers "i'm leaving a feedback only after receiveng positive feedback".
what will you do if you were in my shoes?
