Soaring Eagle variations?

I picked up two Soaring Eagle $1 chips (Mich.). I noticed that the chips have obvious large dots to depict the eagle and the background. I then noticed that the sizes of the dots varied noticeably between the two chips. On one chip, the dots are quite large. On the other, they are fairly small on one size and significantly smaller on the other side. Unfortunately, the dots are hard to pick up on a scan. Nonetheless, here are scans of both sides:

I think you can just make out the dots, if you look hard. On both scans, the chip on the right is the one with the large dots. On the left, the first scan shows the exceptionally small dots and the second scan shows the small, but not as small dots. I should point out that neither chip has smooth inlays, although the large dot chip has a smoother inlay (presumably from wear, since both chips are well used).

Has anyone else noticed this? Jim Gagnon, you are a variation guy, what do you think?
