Actually, there were two boats. The River City boats Grand Palais and Crescent City Queen were orignally an attempt to keep a boat at dockside while the other boat "cruises" the Mississippi in New Orleans. Both were owned by Christopher Hemmeter (who recently died in Hawaii), and both were open for total of nine weeks before declaring bankruptcy. (I remember the fallout from the closing while I was living in New Orleans... you would have thought the world was about to collapse when the boats went under.)
Upshot is this: There were chips in use on both boats during the time the casino was in operation. I've seen the canceled chips for sale out there, but there were also some that escaped being canceled. I've also seen chips for sale where the cancellation mark was removed (mostly, you could still see the imprint on the chip).
But that's just my two cents worth there.
