What are you charged to mail a chip?

Anyone know what the proper rate is for a small bubble pack type envelope? I sent the following email to the USPS and their response follows. How am I to determine the rate if the postal clerks don't know what it is suppose to be?

This is my question and problem.

On 3/6/08 I mailed a 4" X 7" Duck brand Bubble Wrap envelope that weighed 0.80 oz and the postal clerk sent it as a First Class Large envelope for $0.80 postage and the following day I mailed four of the same envelopes and weights and the postal clerk said I had to send it First Class parcel at a cost of $1.13.

What is the proper postage for this type of mailer?
