Consumption is another matter, and it needs to be (and is in many ways) dealt with. California could do a lot in this area by reducing that state's impact on the water supplied to southern California by the Colorado river. It wouldn't be cheap, but desalinization of Pacific Ocean water for use in the region would go a long way.
While water is a finite commodity on this planet, its quantity is fixed. Every drop of water that was here 2000 years ago is still here. It just moves around...
