The foam used on the Monte Carlo was designed for and manufactured for that type of exterior application. The foam used inside the nightclub in Rhode Island was NOT used as it was intended. It was designed to be used for
"packaging and product display rather than for sound-proofing buildings." Also, the foam used inside the nightclub was
"not treated with the fire-retardant materials used in acoustic foam." There were also several other contributing factors to the nightclub fire but the negligent use of the foam was the big one.
