He wouldnt be 'making out' by refunding to you. He is out the cost of shipping to you and the ebay fees. Unless of course he is too tight to buy another stamp to send the correct chip

Some people just offer a refund if the buyer is unsatisfied, regardless of reason. I do the same, its simpler

If the chip is worth more then you paid anyway, wouldnt you keep it regardless?
