When collecting matchbooks and/or matchbook covers, the quantity or presence of matches matters not, unless it is a "featurs" book, i.e., the matches are printed with a scene or words.

Also, very important for moth book and cover collectors is whether or not the striker has been used. Any striker that has been used even once, rules out the possibility of an "excellent" rating.
