Chips, as with coins follow the ever popular "supply and demand" value curve. As a rare chip suddenly appears in abundance, the value will drop. How are people to know??
Of course there will be increasing values as demand increases for certain chips.
There are new chip discoveries....new colors.....that were previously unknown, or unlisted.
Then there are the numbering systems. Many of us use databases to track our collections and we like numbers !
New releases.
what is now closed and obsolete.
A valuable price guide is one that keeps collectors abreast of the collecting environment. It should disseminate information relevant to the values.
This would also include fakes and counterfeits.
Just a few of the many reasons to justify new editions.
