The club could offer its resources in other ways, though - such as maintaining a data base (clearing house), offering expert opinions (I worked with a club that did this when counterfeit Matchbox cars were being sold - the club had a whole roster of experts on various topics such as manufacturing process, paint, packaging, etc.), contacting those who have posted negative feedback to persuade them to join the effort, etc.. A club could also be a source of instructions on how & where to report fraud, with a list of appropriate addresses, web sites, etc. It seems to me that some of the posts in this thread could even form a foundation for such a list.
