Jim didn't read it as a question but as a statment (with a question mark) and took exception. He said Those who say local police wouldn't be interested are wrong. and later states "Yes, sometimes the police do nothing because big-city forces don't have enough time to handle all the misdemeanors that come their way." So even he sees that police sometimes are not able to pursue lesser crimes and "do nothing" as he says.
