I've had similar experiences and ...
... since then (learning from others) I have begun to insert the chips into a bank coin envelope before inserting the bank envelope into the bubble mailer ... AND before sealing the bubble mailer ... SCOTCH TAPE the bank envelope to the inside surface of the mailer.
