Your responsibility ends when the goods are received by the buyer and NEVER before. The law says so.

The law says that you ARE responsible regardless.
It makes no difference whether you insure or not, or whether the buyer pays for insurance.
If I am selling an item that I know I am going to insure, then I either charge a price that includes shipping & insurance or I include the insurance cost in my shipping price.
In such a case I will always buy the insurance and not take the risk.
If I am selling an item that I am not going to insure then I do not make it an option - the option is worthless to the buyer anyway.
I may subsequently change my mind and purchase insurance at my cost or I may take the risk.
