is that they say the chips are "embossed", which means the lettering is raised, not incused like most hot stamps tend to be. It could be that the sample in your scan is a hot stamp, but a light one so that it didn't incuse at all. I have seen some light hot stamps like that. The only way you could tell is if you have several and see that some of them are slightly incused.
