1) The Chip Guide is a guide to Riverboat casinos (and, I believe, Native American casinos) created and maintained by Greg Susong. California card clubs do not fit within the parameters.
2) John Kallman has a site which lists California Card Club chips.
3) Dick Staeffler (sp?) has a free downloadable guide to California chips. I believe you can also get it on a cd, but I'm not sure.
4) Anyone is free to make their own guides to any area and Greg will let them link it to the Chip Guide (as Paul Hegge's Nevada guide is, for example). The guides are created and maintained by individuals devoted to the hobby who selflessly put out huge amounts of effort and time to provide us with fantastic resources. They are not created by the Club. Local clubs and individuals are free to create additional guides, but it is up to the individuals to actually create them. For example, Terry Schaffer and the caribbean Casino Collectors Club are in the process of creating a Caribbean guide. If you wish to create one, I am sure everyone will appreciate it. If you are asking others to do it, I don't think that's going to work. It's a ton of work.
