From what he told me, if you have neutrals now they count as negative feedbacks. If you have too many in a month then ebay will restrict you from buying or selling more then you have on ebay. My boss was selling 100 items on ebay last month, this month he is down too 40. He has 1 negative feedback and 5 neutrals for the last 6 months.
eBay told him if he doesn't get his rating up, they will suspend him. For how long, don't know. I guess no matter if your a little guy on ebay or a power seller, if you don't go by the rules your history.
Here's a question for you ebayers. If your account is suspended, csn you open another one?
