your post office, in this case, that is probably at fault. If the seller is a good seller, he will send you all the paperwork. If not, I would start working on it at your end. Get the forms from your post office and fill in your part, then send it to the seller, or take it to your post office to sent to the seller's post office. Then you should get the refund, and be sure to check the appropriate box so that YOU get the refund, not the seller.
