They used to allow you to "downgrade" your Business PayPal account to a Perasonal PayPal account once, but only one time (maybe they still have that rule).

Yes, you can always buy things and pay for your won auctions with a personal account.

They allow you to have two PayPal accounts in your name, just different email addresses for each. And I think they have to be linked to different credit cards and banks, if you want those things linked to your PayPal account(s).

Many people use one PayPal account to sell with (usually a Business PayPal account, which accepts credit card (and other) type payments), and another one (usually a Personal PayPal account) which can accept non-credit card-funded payments (you pay no fee on those receipts).

If you have a Business (or Premier) PayPal account, the bums make you pay a fee on ALL receipts to that account, whether they are credit card-funded or cash/bank/balance-funded.

One good reason for having two PayPal accounts is so you can use one for buying things and paying for auctions. You make sure that that account has no balance in it. You use it for all your out-going payments, which you make sure are credit card-funded so you can do a charge-back as a last resort if you are unhappy with what you paid for.
