Originally I thought it was a fraternal. However, the BOPE is in Branford, CT, the Moose lodge is in Greenville, MI and the FOE was in Rogers, TX (which closed in 1913).
It is interesting that USPC records show 8 colors with a total order of 2400 chips. Could be a roulette order.
Nevada could be were the chip was used as I believe that there were other c&s delivered to Salt Lake City that were for use in Reno.
Does anyone know of a legal or illegal joint that had 1939 in it's address (which was within several hundred miles of Salt Lake City)?
