ACTUALLY, that is a doctored photo.... the height marking have been removed from behind the 'lineup'. Also each person was required to step forward and repeat the line, "Hello little girl, want to come to my house and get some candy?"
It was taken from a Police File some years ago during a "Dirty ol' Man' sting operation.
