The logo is that of Ocean Players Club. They are/were a casino operating company for cruiselines and were bought out by Carnival Cruise Lines. They now run all of the CCL casinos (Carnival, Holland America, Costa, Princess, etc.).

I can't recall what the chip was about, but I have only seen it in brown.
