but I would speculate that time and casino image might also play a role. I imagine that it takes a fair amount of time to design and purchase a chip, and then have it approved. Image may play a role at places like the Bellagio and Wynn, which may feel their snootier image is contrary to putting out a lot of LE's. Perhaps many smaller casinos figure they customers would not support such a venture. Just guesses.
