That is an ambiguity in the classification for chips. When a seller enters data, it doesn't say "20 individual chips." It says "Individual chips" and then you can select 5, 20, 25, 50, 100, etc. I have interpreted this to mean the denomination of the chip. Even though that is redundant to an earlier classification question, I am chalking that redundancy up to the new system, which needs to work out some kinks. If it was intended to mean the number of chips I have, that is already reflected in the number available for sale. If it means the number issued as part of a limited edition, the words "limited edition" appear nowhere in any of eBay's categories or further descriptions.
I think everyone needs to read less into those "fill in the blank" descritpions until the ambiguities are resolved. In the meantime, as you can see many readers have asked questions and gotten direct answers about the number of chips and the source. And as usual, caveat emptor applies from there.
