Yes, you can start it now and upgrade later, but if it was me, I'd do it now, and get used to the one you will be using. But again, that's just me.
When you scan, make sure that you make your scans perfectly square in dimensions! It's important when you are pushing a scan into a square box. If the scan isn't square, that's in the box will not be clear. Also, try to not have too much empty space around the sides. It makes the viewable chip image smaller, and wastes space.
I do my scans at 200 dpi, 316 x 316. I believe this should be the minimum in size and quality that one should consider. After all....why have lame scans, when that's what we will be looking at so much when we use the database.
For the centering, I do it myself manually. I have the scanner programed to lock a crop box at 41.5mm x 41.5mm. I then just drag the box to the exact position, thus centering the chip perfectly. Or at least near perfectly.
The database also has a feature where we can print out our collections as an Inventory Book, or even as a priceguide. Good quality scans are important!
