If there are essentially no uncancelled speciments, I could see the value approaching 75% of the value in the guides. James' rule of thumb is 30%. For some chips, the uncanc chip is almost as common as the drilled chip, so value could be only 10% or so. Quite subjective and really depends on how bad you want to fill the hole in your collection and how long you are willing to wait for a better one.
For this particular chip, James says 15% of the normal chip, or around $35-40. The drilled chip is pretty easy to find, and even though pretty ugly, it's what I have in my Harrahs collection.
