In New Jersey we've learned that political stupidity far outweighs rational thought. Our casinos were shut down for a few days while the state was in the midst of its shutdown over a similar budget crisis. The amount of money they lost in tax revenue for the days they were out of business far outweighed the cost of keeping the CCC (and casinos) open but the casinos went dark anyway.
