(1) The state legislature and governor are far apart on next year's state budget. If they don't reach agreement and no emergency budget resolution is passed, non-essential state government services will shut down October 1 (the beginning of the fiscal year). Gaming board inspections will cease, and at least the 3 Detroit casinos will be forced to close (I'm not sure how it affects Indian casinos).
(2) This could mess up MGM Grand's grand opening for its new hotel & casino, scheduled for October 2.
(3) As part of the transition to the new MGM Grand, old chips and tickets have to be exchanged. Early notices made it sound like they had to be exchanged before October 1. New notices make it sound like they still can be exchanged October 1 or later, but the customer will not be able to cash them at machines and will instead have to experience the "inconvenience" (their word) of going to the cage at the new facility.
