If a chip is made after June 2004 or is not listed in the 10th ed of the Chip Rack, are there still TCR numbers assigned to these chips as they come out and if so where are they listed?

P.S. I need your help................Chip v1615, $1 Sunset Station- Henderson has an error version. The inlay is the only difference I can find and I don't understand how to read part of it. The regular one says 'OOR-WHITE-WG' which I know means Over-over size, white, wide graphic. However, the error one says ' OOR-WH/TN-WG'. It's the "TN" part that is throwing me because there is no color listed with that description and I can't find that abbreviation anywhere else to define what it means. Anyone have any info to help me on this? Thanks in advance. Sorry I am not able to scan at this time.
