In most cases, sentences are tailored to fit the circumstances of the offense and the circumstances of the offender. The presentence report gathers all that data for the sentencing judge's consideration.
When you hear of a sentence of "ten to twenty-five years," the high end is set by statute but the low end is set by the judge. The judge needs to decide an appropriate minimum sentence (or probation).
Even when there is no sentencing discretion (such as a mandatory term of imprisonment), presentence reports are generally prepared to assist the corrections authorities in placing the offender in the appropriate facility, based on security needs and services offered. The report may also help the judge recommend appropriate conditions for parol.
