I don't know exactly what the law is, but apparently MGM - by moving to a different site - is required to count its assets at the old site and report to the gaming commission before it opens the new site. According to press reports, MGM will close for 36 hours to make the transition, even though gaming experts say it only needs to close for about 2 hours to count its money. The machines and tables will not be making the move - the new facility has new machines. Thus, gaming experts are at a bit of a loss to explain why MGM will voluntarily close down for more than a day and give up revenue during that time.
