In New Hampshire the 3 button (manual stop) is legal until you put the handle (one arm bandit) on it then it becomes illegal. Reason is the player no longer has control of when the wheels will stop. You are correct that age in most cases dicatates legality but so does that addition of the handle. Other then that I agree with all you have posted. Cheers.
