The AGE of the machine, not the addition of a handle dictates its legality. You can also purchase "auto stop" kits for these machines that override the skill stop buttons. But in either case, they are neither skill-based nor random; Pachislo machines' odds can be changed by turning a key and setting the so-called "skill level" from 1-5, while modern (ie IGT) machines require changing of the chip to alter the payback percentage. Merely adding a handle is a cosmetic feature that overrides the "spin" button; it has nothing to do with making it random.

There were machines used by casinos that had buttons on them...the ones with a "nudge" feature and prior to that, the Bally electromechanicals that had a "hold and draw" feature where you got two spins for your play. On the first spin, you picked the symbols you wanted to keep, and then you had a second spin that would hold your selections, hopefully leaving you with a winning combination. (There were also antique mechanical machines that had skill stop buttons, but that is a seperate issue).

The Japanese machines that have flooded the market are readily available for half what the seller on Craig's List was charging and are legal in most states except California. The seller also stated that the machine accepted quarters...THAT makes it illegal, and can be done easily with a piece of scotch tape.

Bottom line: purchase a slot machine from a slot machine dealer, whether a real one or the "garbage from Ginza." I own several of the Japanese machines, and while fun to play, they cannot compare to real slot machines.

Also, most of the slot machine dealers' websites have incorrect or outdated legal information. You can check on your own state's laws by looking up gambling devices in the penal law. (or email me and I'll fill you in)
