As I understand it the odds of winning the Powerball is around 140,000,000:1. That means that after the prize gets to $140,000,000 it is a positive expectaion game. OK it doesn't mean you are going to win it just that the odds against winning are less than the payoff rate. Kind of like pot odds at poker.
