If there is a problem because an eBay auction item is not received, and the seller didn't ship with insurance and/or a tracking number, the buyer wins. Period. The buyer will get a full refund from Paypal. Sellers that accept Paypal, but try to disclaim any shipping responsibility without optional insurance are, in my opinion, foolish.
