with a lot of executions. China takes it's economic crimes very seriously. I believe a lot of the prostitution/slavery and drug dealing comes from within the officer ranks of the Peoples Liberation Army and Communist Party officials.
Even more than Americans, the Chinese love to gamble. It is a part of its culture. The government looks upon it as a destabilizing economic force everywhere except Macao, and horseracing in Hong Kong, where it brings in hard currency from foreigners into government coffers, and perhaps a little kickback to party officials, as well.
