There are two databases you can add to, or subtract from: Blocked Buyers, who you do not want to let bid - usually people you have had bad dealings with before, and the Block Exemption List, which allows bidders on that list to automatically be allowed to bid, no matter what block they don't qualify for.

For instance, if you are blocking bidders without a PayPal account, or who are international, or who may bid on more than 15 items at a time on your auctions, by adding that user ID to the list it overrides ANY block to bidding. It works, at it is located at:
