I have a 1943 Bluejackets Manual. Did everybody get one of these (did they get one when they joined or every year?)? Did Maries get them also?

I got it some time ago in a box of books at an auction. It is real nice shape, and kinda cool, so I think I may pass it on to my Dad or one of our friends who served at that time. Just want some info before I do.
