Meijer's is a grocery store that has a "postal station" as a convenience to their customers. And because of this, I think they don't get wrapped up in the guessing game that the USPS workers seem to; they consistently have treated the business envelope mailings as first-class versus a "package". I've yet to have a consistent ruling on this by anybody at the post office, whether I go to the main post office in Lansing or to one of the stations. This actually works to my advantage in two ways: I'm paying less for postage, and Meijer's stations stay open later (10 or 11pm most nights).
