A penny seems like nothing, but when you consider the sheer number of mailings going out that would add up to a lot of scratch. If a private company was doing business this way, then they not only would be out of business, but the execs would be guests of the State.

I find it interesting that the governmental bodies which are most in contact with citizens, and are the least responsive (or so it feels) are the IRS and the Post Office (independents). I have frieds who work for both, and I know so many of them are hard working decent folks who want to do a good job, but it seems that somewhere up the chain, things go bonkers, and they forget that the convaluted schemes actually have to work on a real world basis, and be used by regualr people who weren't at the meeting. I wonder if the cowardly congress put distance between them and these agencies because they were afraid of the backlash, not to protect them from politicl interference.
