It's Similar but Not the Same Die
If I can assume both are from a 39mm chip, you will find that the HS design size on the small crown chip is not the same as the HS design size on the H&C chip. The HS imprint size is smaller on the H&C than the Small Crown. These were made with two different HS dies.
