Is the inlay recessed at all. If the rim is proud of the inlay it is not a crest & seal.
If the chip surface is smooth then it is a crest and seal in the style of such Nevada c&s as the JA Nugget, Prima Donna, Pick Hobson Sahara Tahoe, etc. Burt made many of these type chips in the 70s.
