Something like this is done for a couple reasons. Good will is the main one. Giving away free food definitely generates some good will.

The best reason for me is that it gets some people in that haven't been in for a while. Perhaps we pissed them off in the past, or maybe they just haven't been in for a while. It gives us an opportunity to get them there and show them how good we are.
